Our Regulatory Role

The front cover of football spectators act 1989 documentThe SGSA will continue to undertake the regulatory role set out for the Football Licensing Authority (FLA) in Part 1 of the Football Spectators Act 1989 (1989 Act).

Under the provisions of the 1989 Act the SGSA is required to operate a licensing scheme to regulate the spectator viewing accommodation at Premier and Football League Grounds plus Wembley and the Millennium Stadium, Cardiff. The SGSA is also required to keep under review how local authorities discharge their functions under the Safety of Sports Grounds Act 1975 (1975 Act) at those grounds.

Although the Sports Grounds Safety Authority Act 2011 (2011 Act) makes provision for the SGSA to offer advice and guidance in respect of spectator safety at any sports ground irrespective of the sport and at venues outside England and Wales the regulatory role detailed above will not apply to those venues.
